Juan Toves

Chief Growth Officer

Juan Toves serves as Chief Growth Officer of Empower AI, where he leads enterprise growth strategy, business development, capture, and market expansion across the company’s Military Services, Fourth Estate and Federal Civilian Business Unit portfolios.

He is focused on aligning AI-enabled technology and differentiated solutions with federal mission priorities, strengthening customer and industry partnerships, and building the organizational discipline required to drive sustainable growth.

Juan brings more than two decades of experience spanning military operations, technology, business leadership, and growth across the federal market. Prior to joining Empower AI, he held senior leadership roles at Peraton, Perspecta, Akima, CSRA, and SAIC. Most recently, he served as Vice President of Business Development for Peraton’s Defense Mission and Health Solutions sector. Earlier in his career, he also served as General Manager of Akima subsidiary Ardent Defense Services, giving him experience leading both growth and business operations.

A U.S. Air Force veteran, Juan began his career as a noncommissioned officer supporting network infrastructure and mission operations within U.S. Central Command. He currently serves on the AFCEA International Board of Directors and is President of MotoUP, a nonprofit organization supporting veterans and first responders through the motorsports community. Juan holds an Executive MBA from The University of Texas at San Antonio and is a certified Project Management Professional.
