Carla Harter
Vice President, Fourth Estate Business Unit
Carla leads Empower AI's Fourth Estate Business Unit, where she is responsible for delivery, growth and operational performance on programs including DISA J6 Service Delivery and DCSA Enterprise Customer Support Services.
Carla brings more than 30 years of experience in federal IT services and is known for building high-performing, mission-ready service delivery organizations for Defense customers. Since joining Empower AI in 2016, she has led the DISA J6 (formerly JSP) Service Delivery program, supporting Pentagon and National Capital Region users across unclassified and classified networks, and guided it through a successful $255M recompete. She also led the company's $205M win of the Defense Counterintelligence and Security Agency (DCSA) Enterprise Customer Support Services contract. Before joining Empower AI, she spent nearly 20 years at SAIC, rising from engineer to Division Director.
Carla holds a Master of Science in Information Technology from American InterContinental University and a Bachelor of Science in Computer Science from Temple University. She develops the next generation of federal program leaders through Empower AI's PM Academy and serves as Scoutmaster of Scouts BSA Troop 1182 in Manassas, Virginia.
