ALLIANT 2
GSA’s Alliant 2 GWAC is a multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) Government-wide Acquisition Contract (GWAC) offering comprehensive and flexible IT solutions worldwide. Alliant 2 provides best-value Information Technology (IT) solutions to federal agencies, while strengthening opportunities in federal contracting for small businesses. The Alliant 2 Contract has an ambitious goal of 50% of all subcontracted dollars performed by small businesses over the life of the contract. The scope of Alliant 2 is aligned with Federal Enterprise Architecture, which encompasses all components of an integrated IT solution, including new technologies that may emerge during the lifecycle of the contract. This GWAC will provide IT solutions through performance of a broad range of services, which may include the integration of various technologies critical to the services being acquired.

Alliant 2, GSA’s premier enterprise GWAC, provides flexible access to customized IT solutions from a large, diverse pool of industry partners. It holds a $50 billion program ceiling and a five-year base period with one five-year option. The scope of the Alliant GWAC includes any and all components of an integrated IT solution, including all current and any new technologies, which may emerge during the lifecycle of the contract, and IT systems and services in support of National Security Systems, as defined in FAR 39.002.

Period of Performance: July 1, 2018 – June 30, 2028, which includes a five-year base, plus a 5-year option ordering period.
Maximum Total Contract (Ceiling) Value: $75 billion
Contract Insurance: Meets threshold stated in FAR Subpart 28:307-2 liability and expires on 10/31/2024.
Ordering: Prior to issuing orders under Alliant 2, federal contracting officers (COs) must receive training on the use of the Alliant 2 contract and granted a written delegation of procurement authority from the GWAC program office.
Scope: Alliant 2 is aligned with Federal Enterprise Architecture (FEA) and Department of Defense Enterprise Architecture (DODEA) and conforms to Office of Management and Budget (OMB) policy mandates for IT investments, and is consistent with the current IT definition at any given time. Alliant 2 contract types are fixed-price, cost-reimbursement, labor-hour, and time-and-materials, offering flexibility for optimal risk mitigation.
