What does RS3 cover?
RS3 provides best-value engineering and professional support for command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) missions, and replaces five legacy vehicles, including R2-3G, which Empower AI held. Primary service areas:
- Engineering
- Research, development, test and evaluation (RDT&E)
- Logistics
- Acquisition and strategic planning
- Education and training services
How do agencies order through RS3?
- Requirements must support a C4ISR-related mission to be within scope.
- Register each task order requirement on the ACC-APG RS3 SharePoint site (CAC) or by email (no CAC). You receive an RS3 tracking number.
- Work with the RS3 program office on the package, or with a contracting officer holding a DPA. A $20K package development rate and an administrative reimbursement of 0.10% to 1% of the award may apply.
