Charlene Stanley serves as the vice president and manager for the Information Modernization Business Unit’s Decision Support Division, which includes Empower AI’s CMS Comprehensive Error Rate Testing (CERT) Program, CMS Payment Error Rate Measurement (PERM) program, CMS Hearing and Appeals Support (HAS) contract, as well as a contract that provides medical review support to the Department of Justice.  

Charlene is a registered nurse who brings over 35 years of experience working in the health care field, 10 years of which was spent providing direct nursing care in a hospital and hospice settings. For the last 25 years, she has worked managing various contracts supporting CMS in the area of program integrity and improper payments.  

Her nursing and leadership expertise have proven valuable in managing contracts that protect the Medicare Trust Fund by identifying and investigating fraud, waste, and abuse, as well as measuring and reporting Medicare and Medicaid improper payments. 


In April 2013, Charlene testified before the Financial and Contracting Oversight Subcommittee of the U.S. Senate on the oversight of Durable Medical Equipment Companies.  

Charlene holds a bachelor’s degree in Nursing and a master’s degree in Business, both from Franklin University in Columbus, Ohio.
