Empower AI Named a Product Challenger in the ISG Provider Lens® Public Sector Services and Solutions 2026 - U.S. Study
Information Services Group (ISG), a global technology research and advisory firm, has named Empower AI a Product Challenger in the AI and Innovation Services quadrant of its ISG Provider Lens® Public Sector Services and Solutions 2026 — U.S. study.
The quadrant assesses how providers apply AI to government work, measured on two dimensions: the breadth, depth and quality of the portfolio, and competitive strength in the market.
What ISG found
ISG describes Empower AI's public sector proposition as "unusually broad for a company positioning AI as a practical mission-enablement capability rather than a standalone offering," with its strength in "connecting AI, enterprise IT and mission operations within the security, compliance and workflow realities of the federal government."
Measurable results. ISG cites over 100,000 hours saved through hyperautomation and up to 40 percent productivity gains across use cases.
Operating at federal scale. More than 800 government installations across GSA, DOJ, DHS, NIH, FCC and CMS, backed by more than 35 years supporting defense and civilian agencies.
Scaling further. ISG points to recent significant awards as evidence of an AI-plus-managed-services model operating at substantial federal-enterprise scale.
A defined sweet spot. ISG places Empower AI "on a path to become a broader AI-enabled federal transformation partner," citing the $145.6 million GSA DIGIT XGen award, retained defense IT scope with DISA J6, and the acquisition of Highlight Technologies.

"Empower AI is carving out a distinctive position in the U.S. public sector by translating AI innovation into practical mission outcomes. Its deep federal expertise, purpose-built AI capabilities and understanding of government workflows make it a powerful accelerator for agencies seeking secure, scalable, and measurable AI-driven transformation."
— Harish B, Senior Manager and Principal Analyst, ISG
"The phrase in ISG's assessment that matters most to us is 'practical mission outcomes.' A model that performs well in a demonstration is not the same thing as a claims backlog that moves, a service desk that resolves faster, or a program officer who gets an answer the same day. We built AI into the enterprise IT and mission systems agencies already run, inside their security and compliance boundaries, because that is where the outcome actually happens. The hours saved and productivity gains ISG cites are what that decision produces."
— Jennifer Sample, Chief Technology Officer, Empower AI
